A DESCRIPTION OF THE REQUEST :
We need a capability to specify a minimum plus version of the JPI for our applet. For example, we'd like to force that our application is compartible with 1.4.1 plus versions of the JPI.

JUSTIFICATION :
Current JPI version support allows for a dynamyc or static clsid to be specified. We cannot rely on the dynamic versioning since the dynamic clsid can be re-assingned to an older version of JPI is such old JRE is installed afterwards. The static clsid is too restrictive. We cannot easily upgrade all customers all the time once we need a newer version.
