      In Tiger M3 JaWS Desktop Integration dialog shows up twice.
      Tiger build M3.

      Steps to reproduce:
      - install Tiger M3
      - in <Java Control Panel>/Advanced/<Desktop integration> set "Prompt user"
      - run any jnlp application
      - desktop integration dialog will shows up twice (it will happen fast, but very noticeable)
