JToolBar dragging behavior is unlike the Native Mercury ToolBar.
Suppose there are four button on the toolbar, and the rest of the toolbar is empty. Now try to drag the toolbar from the empty area.
On Native you CANNOT drag the toolbar , but you can drag the JToolbar from that area(Assuming that the Floatable property is set).
On Native you can drag the toolBar only from Drag Anchor.

Note : For Native ToolBar Gedit is used.
