TEST_BUG: Over 300 regression tests failing on Windows 2003 (64 bit) on Itanium

Over 300 of the Regression tests are failing with an error along the lines of:

Y:ewgtests142testCTE_REGTESTGeneric4243535paper.sh: not found

It seems that the "\" file separator is being ignored in these cases.
This happens when testing 1.4.2_02 on windows 2003 (64 bit) on Itanium II. machine:hp zx6000.

The command I'm using to start up the regression tests:
