FULL OS VERSION :

A DESCRIPTION OF THE PROBLEM :
If the Windows taskbar is on the left side of a screen and a window (JFrame) containing a dropdown menu (JMenu with JMenuItems) is on the far right of the screen, the dropdown menus are offset incorrectly.
This only applies if the window is close to the right edge of the screen. It works fine if the window is not close to the right edge. It also works fine if the taskbar is in any other position.
