Problem Description : Applet is not reading the runtime parameters passed in the
Control panel.

Tested_Java_Release : Deployment PIT 04 Build for 1.5.0
Tested_Build : J2RE.exe / J2SDK.exe
Tested_Build_Location : /deployment3/tiger/PIT_builds/JD-PIT-04/build02
Tested_Machine_Name : Windows 2000
Browser : IE 6.0


Steps to Reproduce :

1.) Install the 1.5.0 build on any Windows machine
2.) Open the Java Control Panel - > Java & pass the params (E.G : -Xint)
3.) Now launch any applet and looks dump the system properties in the console by pressing 'S'

Result : Look for args and you could see the argument passed is missing

4.) Now open the deployment.properties file and look for the params passed (file attached)

Result : Arguments are not stored.

NOTE : I have checked this on the last promoted build 19 and it works fine
