Problem Description : Shortcut icons are not created in GNOME if "vfolder" does not exists under .gnome2

Tested_Java_Release : Deployment PIT04 Build for 1.5.0
Tested_Build : J2RE.sh / J2SDK.sh
Tested_Build_Location : /deployment3/tiger/PIT_builds/JD-PIT-04/build02
Tested_Machine_Name : jdsqelab-04

Steps to Reproduce :

1.) Make sure there is not "vfolder" exists under .gnome2
2.) Install the 1.5.0 build on any Sparc Gnome 2.0 machine as a root
2.) Launch any JAWS demo & create the shortcut (e.g: notepad)
3.) shotcut menu keys & icon are not created under
