Bug Description:

Shortcut created with Administrator privilege in windows is not available for all users.

Steps to Reproduce:
-------------------

1) Login as Administrator in Windows which is used for testing
2) Install the JRE bundle from above mentioned location.
3) Set class path to installed jre.
4) Enter the following in command prompt

javaws -import -system http://web-east.east/javaws101/web/tests/tiger-unit/4812563/case1.jnlp

The Application will be installed in SystemRoot dir and the Short in Program Menu will be targeting to system Folder.

5)Logoff from current user and login as normal user(without Admin privilege)
6)open Windows Program Menu
7)The ShortCut will not be available for current user.
