Problem Description : Update build 1.5.0_01 is built with wrong base-image.

Tested_Java_Release : 1.5.0_01
Tested_Build : j2re-1_5_0_01-fcs-bin-b99-windows-i586-patch-09_sep_2003.zip
Tested_Build_Location : deployment3/tiger/PIT_builds/JD-PIT-04/build01/1.5.0_01
Tested_Machine_OS : Win2000 (lemonade1) / Win XP (jd-sqe-04 )

Steps to Reproduce
------------------

1.) Install the 1.5.0 build
2.) Host the bundles
3.) Upgrade to 1.5.0_01 using java update patch build with the following bundle
j2re-1_5_0_01-fcs-bin-b99-windows-i586-patch-09_sep_2003.zip
4.) During upgrade it would popup the following attached error messages
    Updaterror.bmp, updaterror2.bmp, updaterror3.bmp

Result : It would throw a final error message saying Java Update is failed

5.) Now try updating again
6.) It would say the system has the latest patches as it is able to find the patch image in the commonfiles.
