To reproduce:
1. Install both jdk1.5.0 b19 and jre
2. Ensure Eula key is installed and has a "DWORD" value of 1 in the following windows registry key.
[HKEY_LOCAL_MACHINE\SOFTWARE\JavaSoft\Java Runtime Environment\1.5.0]
"EULA"=dword:00000001
3. Ensure the Java Control Panel has Java plugin registered with Mozilla or Netscape browser
4. Use either mozilla or netscape browser to invoke any java applet demo in the <java_home>/demo/applets/ directory
5. The mozilla or netscape splash screen will display in front the eula license key which will wait for the user selection but the user will not be able to see the Eula license key.
