Cannot get Chinese Input Method on RedHat 9.0/zh_TW

      Build: b19
      Paltform: RedHat 9.0
      testcase: GlobalSuite v1.5 b01

      reproduce:
      1. run run_gs.sh test/other-functional/awt/im/IMTest.java
      2. press Ctrl+Space to invoke Chinese IM, no any IM invoked
      3. Got the same problem in test/other-functional/awt/im/spi/IMFTester.java, test/other-functional/awt/im/InputMethodTest1.java and
      test/other-functional/awt/im/InputMethodTest2.java
