Japanese window title displayed as ASCII
To reproduce:
1. Untar attached test case
1. Compile attached test case (LocaleSpecificDisplay.java).
2. launch test case
% java LocaleSpecificDisplay
3. Notice the Window title displays as ASCII
This problem started from Tiger b13, previous build b12 and earlier builds are fine, the problem does not show in 1.4.2.
The problem does not show on Solaris 8 or Solaris 9, or Windows XP.
