IA64: vm asserts rather than aborts if illegal instruction is seen.

NativeInstruction::is_illegal will kill the vm is called preventing the
normal signal handler from killing the vm in the normal manner. This leads
to less debug information for debugging the problem since we lose being
able to see the pc where the illegal instruction occurs.
