Table of contents missing from top of "Deprecated" list

The Deprecated API page is organized as follows:

 - Deprecated Classes
 - Deprecated Interfaces
 - Deprecated Exceptions
 - Deprecated Fields
 - Deprecated Constructors

Add this list below the title "Deprecated API" and before the first
table, with links to each table, as is done on the constant-value.html
page:

This will make it easier to access and more consistent with other pages.
