Platforms: windowsServer2003 Itanium 2

Problems:
When running SwingSet2, click Look & Feel manu, the Windows Look & Feel show twice in Look & Feel manu. It didn't have the problem in b21, it only happens in b22 in windowsServer2003, other platforms are fine.

To reproduce the problems:
1. Install windows-ia64 .exe bundle in itanium 2 machine,
2. run SwingSet2 demo test,
3. click Look and Feel manu, you will see the Windows Style Look & Feel show twice in the manu.
