When testing SwingSet2 demo, I found the tool tips missed for Internal Frame Demo in the Motif Look&Feel. No such problem in Java L&F and GTK L&F, only the Motif L&F has this problem. This bug is a generic bug for all the OSes.

STEP TO REPRODUCE:
------------------
1. Install jdk1.5.0 b23 bundle.
2. Invoke the SwingSet2 demo.
3. Go to Look & Feel -> Motif Look & Feel
4. Go to Internal Frame Demo
5. Mouse over on any "Maximize" or "Minimize" icons
6. No tool tips appears when the mouse over the icons
