build - j2sdk1.5.0 b22,23
Steps to reproduce
1) Install j2sdk/j2re 1.5.0 on the local machine
2) Invoke the java Control Panel.
3) Click on the "java" tab, and view the "Applet Runtime Parameters".
4) The "Add" button to add a different jre, other than the default one is missing.
The "Add" button is there on b21. It is not present on b-22 and b-23
This is a regression.
