en_IE locale: timezone name for IST is incorrect

      Currently in our en_IE locale the timezone name for IST is "Ireland Summer Time". This is incorrect, it should be "Irish Summer Time" (source: www.worldtimezone.com/wtz-names/wtz-ist.html)
