Bug Description : More then one shortcut is created in windows for following scenario.

Build Info :

Steps to reproduce :
--------------------

1.Install j2re1.5.0 build24
2.Import JNLP file using command line (Exp: javaws -import http://www.java.sun.com/products/javawebstart/apps/notepad.jnlp
one ShortCur will be created in desktop.
3.Import JNLP usinf -system option followed by previous command (Exp : javaws -import -system http://www.java.sun.com/products/javawebstart/apps/notepad.jnlp

More then one ShortCut will be visible in Windows Desktop.

This bug is reproducible,"More then one ShortCut" means one for user and one for system administrator + 2 more addtional shortcuts are created in the desktop,when I "Refresh" the Desktop the addtional 2 shortcuts are removed from the desktop I think this a Refresh issue.I have also attached the image to explain the behaviour.
