diactrical marks are rendered incorrectly on th_TH.UTF-8

      On solairs, TIS620 and UTF-8 are the two supported encodings.
      When login as TIS620, the diactrical marks such as \u0e35, \u0e34 are rendered correctly and just like what Unicode Standard shows.
      When login as UTF-8, the same diactrical marks are rendered differently.

      To reproduce:
      1. From Sol9, or sol10, login as th_TH.UTF-8
      2. Please run the standalone test attched.
      3. The output images from TIS620 and UTF-8 are attached.
