SwingSet2 has some internationalization problems.

      SwinSet2 needs to be modified for full I18N/L10N.
      The following problems exist.
        - Hard-coded messages exist.
        - Some windows is too small to display localized text which is longer than
          the original English text.
        - Cannot read encoded files correctly.
