Windows cross build fails with IncompatibleClassChangeError

      Currently, Tiger cross build for Windows platforms (ia64, amd64) requires to set ALT_BINDIR to the last promoted (or nightly) build to bootstrap the Java runtime. This causes the IncompatibleClassChangeError when some class is modified because the signature of a class could be different between the bootstrap class file and the target source file for the same class. The cross build needs to pick up the newly built class files on-the-fly.
