JNLP Application is not displayed in system cache when javaws -system option use

      In Java JNLP Application Viewer System cache application is not displayed in System Tab when javaws launched using javaws -system option .

      Steps to reproduce:
      -------------------
      1.Install j2re1.5.0 build 26.
      2.Import notepade.jnlp from http://java.sun.com/products/javawebstart/apps/notepad.jnlp using following command line option
      javaws -system -import <URL>
      3.Launch javaws using javaws -system option in command prompt.
      4.The system installed application is displayed in user tab.

      The System installed application should always be in system tab.
      Since it displays only system application but it should be in system tab.
