Win L&F: JFileChooser should use show error message when it fails to create a new directory or rename a directory like its native counterpart.
Steps to reproduce:
1) Open Notepad, File > Open to Open a Native File chooser.
2) Now in this native file chooser try to create a folder where user is not permissioned to create one, It will show proper error message.
3) Now Open SwingSet2
4) Change to Win L&F
5) Go to FileChooser demo and try creating a folder where user is not permissioned to create one. This action will neither create folder nor it will show any error message.
Same applies to when user try to rename a folder.

Disabling of "New Folder" button seems to be due to some environmental issue
as I can see "New Folder" button as enabled in native File dialog, And trying
to create folder in readonly folder returns a error message.

I think it depends where you are mounted to, I have my system mounted
on sqindia.india.sun.com\export where sqindia is Solaris OS 5.7 running
a samba server.
After mounting I am trying to create folder on
/net/sqindia/export/disk01/home directory.
Client system info:
Microsoft Windows 2000 [Version 5.00.2195]
In case it helps, I have attached smb.conf file which contains some configuration information about samba server used on sqindia.
