CacheSize Warning Dialog is not appearing when CacheSize is minimum then the download size while importing JNLP application.

Steps to reproduce :
--------------------
1.Install J2re1.5.0 build 28
2.Launch javaws
3.In General Tab click Settings button and set Max CacheSize to 1 byte.
4.Close javaws
5.Launch notepad.jnlp from http://java.sun.com/products/javawebstart/apps/notepad.jnlp
the CacheSize warning window should display,but it is not displayed in build28.
