Steps to reproduce

1) install j2re1.5.0 on the local machine
2) Run an applet that is supposed to throw an exception, for ex -
http://sqeweb/deployment1/mantis_ws_plugin/tests/splashscreen/pluginhtml-default/brokenimagecustom.html
3) The applet throws an exception on the console.
4) However, a pop up window showing the exception message is also supposed to come up, but the pop up window never comes up.

Note -
In mantis, we have an option to disable/enable the exception pop up window through Control Panel. In tiger, as I understand, the pop up window is supposed to come up by default and we don't have any option to disable it.
