Bug Description:

If the HTMLConverter gui is maximized the components are not spread across the
window.,if the GUI is maximized "Convert" bottom is at the bottom and
the rest of the component are at the top of the screen and there is a blank space in middle

Steps to reproduce:
-------------------
launch the HTMLConverter for j2sdk1.5.0 using commandline option(exp : HTMLConverter - gui)
HTMLConverter window will be launched click the maximize button.

chech the difference in window components.
