After changing the LAf tabPlacement of Tabs is not proper in scroll Layout Policy.

Steps to reproduce:
-------------------
1) Unzip the Attached Zip file and compile and execute SynthTest.java .
2) Select Tab number 99.
3) Change the Laf to windows or motif or GTK or Synth.
4) Note that the 99th Tab is not visible in the view area. But the Page is 99th.
Only starting first few tabs are visible.
