The topics name in plug-in help dialogue is different from the name of
tab in plug-in control panel in simplified chinese locale in jre1.4.2.

REPRODUCE:
 
 1) Open the java plug-in control panel by double-clicking java plug-in
    icon in Windows Control Panel folder.

 2) Click the "help" button in Java Plug-in Control Panel.
 3) As the attached jpe file shows, topics name is diff. from
    tab name.
