      Mailcap file is not created in the user.home during jre install as a root. You can not launch jnlp application through Netscape 4.7x.

      All UNIX platforms:
      Build: Tiger build 33

      Steps to reproduce:
      - login as a root
      - install j2re1.5.0 build 33
      - start NS 4.XX and try to launch any jnlp application, it will not launch
