Problem Description : Re-Installation of j2sdk when one instance already exists should prompt the user

Tested_Java_Release : 1.5.0
Tested_Build : j2re*.*, J2SDK
Tested_Build_Location : deployment3/tiger/PIT_builds/JD-PIT-15/
Tested_Machine_OS : AMD 64 bit Windows 2003, Itanium 64 (bit)

Steps to Reproduce
------------------

1.) Install the 64 bit J2SDK.exe on 64 bit O/S(AMD) or Itanium (64)
2.) Now re-install the J2SDK.exe without removing the last installation

Result : It goes thru the License screen and displays the "Installation Completed Dialog Box".

Expected result : It should display the user saying there is already an instance of J2SDK present on the machine

Note : This is only with J2SDK & this problem is not seen on J2RE installation
