Recent changes to the build process used the cygpath `-m' flag to get
paths to use in the build process that would work correctly for
both cygwin commands and when passed to windows programs like java.

However, it was discovered that the `-m' flag was only recently added
to the cygpath command. It would be nicer to also support older versions
of Cygwin
