Description:

In Windows 98, SDK installer displayed localized string("Finishing installation. Please wait ...") as broken characters in Korean and Chinese.

To reproduce:
1. Launch sdk installer for Windows 98 ko or tw.
2. Proceed and OK to install.
3. During installation, in sdk installation process dialog box, the broken strings displayed right above status progress box until finishing installation.
