Switching IM from ATOK to others results in IMF freeze.
This happens in active client and peered text components (SPI401, 402, 408, 410), but not in passive client componets (SPI403 & 404).

To reproduce
1. Get imf-05.tar and extract it.
2. Use the attached SetSelectionKey.jar and assign any key for selecting IMs.
3. Go to i18n/src/IMF directory.
4. $ perl runit.pl -TEST SPIQL -TOOLROOT . -JAVAHOME $JAVA_HOME -LOCALE ja 401
5. Follow the instructions and when you select the Test IM, you can see the problem.
