When some of the deployment properties like cachedir and log dir are locked
and this property is not set in the system deployment configuration file
fails to invoke the Java Control Panel

enter only the following (step 6)

deployment.user.cachedir.locked
deployment.user.logdir.locked

invoke control panel fails to invoke.
