Steps to reporduce:
------------------

- Install j2sdk1.5-b40 onto the test system.
- During the installation, at the Custom setup- Java 2 Runtime Environment- Browser registration step, there are three options user can choose from:

1) Microsoft Internet Explorer
2) Netscape 6 or later
3) Mozilla 1.1 or later

Since build 40, there are only two options in the
Java Control Panel/Advanced/<APPLET> tag support:

1) Internet Explorer
2) Mozilla and Netscape

Hence user can not select to register only with Netscape or Mozilla, They either register both or not register both.
To be more consistent, please modify the same in the browser registration step during j2sdk installation.
