The API spec for the getMinimum, getMaximum, getGreatestMiminum, getLeastMaximum, getActualMinimum and getActualMaximum is now defined as the 4944795 fix. It doesn't make sense to return different values of DAY_OF_WEEK_IN_MONTH for the same date after normalization. The 4984320 fix should be backed out.

Also the minimum value of DAY_OF_WEEK_IN_MONTH in GregorianCalendar should be changed to 1.
