Steps to reproduce:
------------------
1) Install j2sdk/jre 1.5.0 b41 onto the test system.
2) Make sure the .java.policy file is present in $HOME
3) Invoke the browser and go to the Standard Extensions tests at:
http://sqeweb/deployment1/deployment_tiger_exec_ws/deployment/docs/plugin/proc/JPI_stdext.html
4) Execute the Pure Installer test (TestCase 11)
5) Follow the instructions to download the extenstion.
Problem: At the screen Pure Java Installer shows the location where the extension should be installed but users do not have the option to browse and select a different location to install the extension.
Ex: In this case when we test using 1.5-b41 on windows platform,
the only location the extenstion can be installed is the default one which is
C:\Progra~1\java\J2RE15~1.0\lib\ext
There is no "browse" button for user to select a different location. Also, the default location is not editable.
We should let users have the option to install the extension in a different location
