Bug Description:

ASK_USER Property in deployment.properties file is not working when application ReInstalled using ReInstall window in Java Web Start.

Stepds to Reproduce:
--------------------
1. Install J2re1.5.0 b44
2. Install notepad.jnlp from http://java.syn.com/products/javawebstart/apps/notepad.jnlp.
3. Open "Java Application CacheViewer" Remove the notepad application.
4. Open "Edit/Preference" and select "PromptUser" for "ShortCut Creation" in "Advance" panel.
5. Apply and close the "Java Control Panel".
6. Select Edit/ReIntall.. Menu Item
7. Select the notepad application and click re-install.

the application is not prompting for "Create Shortcut(s)" window.

but when "Allow Always" property is enabled and when ReInstalled using "ReInstall Removed JNLP Application" window the shortcut is created for the reinstalled application.
