Platform: windows2000-pro Simplified Chinese edition

the bundles can be from tiger beta2 b24 to later.

Reproduction:
Invoke Java ControlPanel from windows ControlPanel. put mouse on any button of the control panel.


All tooltips in ControlPanel are displayed as strings with cubics. Chinese words are displayed as cubics.

This problem only occur on Windows2000 Simplified Chinese Edition. It does not occur on any other platform. In Windows-XP, Windows2003, the tooltips are displayed correctly.

The java version can be traced back to b24. Before b24, the ControlPanel can not be invoked or the UI of ControlPanel is still the old one.
