Steps to reproduce:
1.On Cinnabar06, JRE1.5.0-Beta2-b44,mozilla1.6(20040323) .
2.launch to Suntea used proxy prc
3.Input sunID and passwd,then Suntea window pop up, on the main menu, there is only File is active, and the others(Expense request,expense reports,Approvals,Utilities,Help) are disable.

4.Changed the proxy to japan, ebay..the problem is same.
5.Changed JRE to 1.4.2_04-b05, Suntea can display normally.So this is regression bug.
