SA utilities: sadbgserv (now 'jsadebugd') exits immediately after attach

      The command line utility 'sadbgserv' (now 'jsadebugd') -- the SA debug server -- exits immediately after attaching to the debuggee. The debug server should wait for connections from remote clients.
