SA-JDI: Method.variables() throws AbsentInformationException on no-locals method

Method.variables() throws AbsentInformationException for no-arg, no-local static methods. This is related to bug 4997374 - Method.arguments() throws AbsentInformationException. As part of 4997374 only Method.arguments() was fixed even though the bug detail of 4997374 refers to Method.variables(). This bug is filed to track Method.variables() issue.
