policytool GUI is too small - backport 4969409 fix to 1.4.2

      A DESCRIPTION OF THE PROBLEM :
      The window for the 'add policy entry' in the policytool is too small to be able to enter text into the text fields or to see the buttons at the bottom. This appears to be the same problem referred to in an earlier closed bug (#4969409 which is 'related to' #4985675, 4993848, 5006605). The window is not resizable to get around the too-small display size.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      type 'policytool' from the command shell
      click the 'add new entry' button


      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      The display for the 'add new entry' should show all components in the screen
      ACTUAL -
      The top textfield is cut off (add new class) as well as most of the 'remove permission button' and the majority of the two bottom buttons. In addition, text does not appear in the two textfields when I attempt to enter information.

      REPRODUCIBILITY :
      This bug can be reproduced always.
