Applet cannot show Japanese characters if Windows regional locale set to English

      A DESCRIPTION OF THE REQUEST :
      The Windows system has been configured to be able to read/write Japanese language. However, the Applet shows Japanese charaters as boxes, like [][][][], if the Windows regional locale is set to English. The locale must change to Japanese to correctly show up Japanese charaters.

      Other Windows components, such as Internet Explorer, can show up Japanese chars with the locale set to English.

      JUSTIFICATION :
      Say, there is a multi-languages Applet UI containing labels and a combo box, English for label text, and Japanese strings inside a combo box. If the Windows locale is set to English, then strings inside the combo box are shown up as boxes, [][][][].
      If the Windows locale changes to Japanese, then the applet will download the label text in Japanese, not in English.
      So in this senario, multi-language cannot be displayed in the Applet.

      But other Windows components, such as Internet Explorer, can show up Japanese with the locale set to English.
