In Windows ME Simplified Chinese platform, the "Port" in Control Panel->Network Settings is not localized.

How to reproduce the issue:
1. Test should be done on Chinese Windows ME or other non-English platform.
2. Open Java Control Panel -> Click Network Settings
3. Select dialog box in "Use proxy server", the "Port" should be localized to "Duan2 Kou4" (in chinese pingying).
