When system cache location is not mentioned in deployment.property file and if user tries to import application to system cache without enabling the trace option in JavaControlePanel,the application will be imported in to user cache and no error message is displayed to user and also in trace file .
Even though it is mentioned in the Doc that user have to enable trace to know the problem while importing to System Cache,It will good if the message( warning message) is flashed while importing in to system cache when location is not configured ,not many user will not remember the Doc information all the time.

Steps to Reproduce:

1)Install J2sdk1.5.0 build-47 in testing machine.
2)Import notepad applicaion in to system cache(javaws -system -import http://java.sun.com/products/javawebstart/apps/notepad.jnlp)
The notepad application will be imported into system cache,no information to user why it is not imported to systemcache if trace is not enabled.
