Reproduction:
1. Run JNLP Cache Viewer by invoking it from ControlPanel
2. Click System tab and ensure there is no System Cache

The message below the tab should be "NO System Cache is configured". This is the latest message. The message in zh and tw is still {0} No System Cache is configured. There is an extra {0}
