Found with J2SE 1.5.0 beta2 b49.

Steps to reproduce:
- open Java Control Panel
- switch to the Java Tab and click "View" for Java Application Runtime Settings
- hoover mouse on Choose button
- notice that no tooltip is displayed.

Locale: all including english.
