A DESCRIPTION OF THE PROBLEM :
A typical JDK installation (on windoze at leat) installs 2 completely separate JREs: one under the JDK directory structure, and the other under C:\Program Files. (Why you guys do this is a bit of a puzzle to me; I would prefer not having duplicates...)
The unlimited strength policy files should be copied into BOTH directories, and in particular to the one under C:\Program Files (as this is the one used by default, unless you change it via the Java Plug-in control panel).
But the problem is that your current installation documentation fails to mention multiple JREs in typical JDK install, and instead says that if you are using a JDK to only copy the policy files under the JRE in the JDK directory structure.
When I did this just now, of course, it did not work until I eventually remembered to copy the files to both locations.
Your documentation needs to be updated to warn developers of this possibility.
